Can I set the VPN up on a router?

As long as its firmware supports WireGuard client mode, yes.

Import our config file in the router's admin page, and phones, laptops and TVs on that Wi-Fi all use the VPN, yet the whole router takes up one device slot. The file will be in Get the apps when the apps launch.
